For anyone who has a down pipe that doesn't mate well to their CBE, this can be welded in very quickly and easily, and it is the most efficient 3" to 2.5" reducer available. And yes, I cut it off my Cobb DP.

Asking $20 shipped OBO.

I just installed a Cobb DP and Perrin mid & Y pipe. They don't connect well, without leaking.
Would this is the piece get them to connect properly? (I don't think so)

No, this is the same flange already on your Cobb DP.
